One suburb, two councils
Rouse Hill is split between The Hills Shire Council and Blacktown City Council. Each has its own LEP, development controls and planning maps, so the same pergola or granny flat can be treated differently on each side. Check your rates notice before you talk to anyone about approvals.
The wider Rouse Hill Development Area, which straddles both councils, is covered by a 2014 flood study commissioned by Sydney Water. It maps flood behaviour along creeks such as Second Ponds Creek and Caddies Creek. Lots near those corridors may be flood-controlled, which can set floor levels and limit structures.
Living with recycled water
Rouse Hill gave its name to Sydney Water's Rouse Hill recycled water scheme, which Sydney Water describes as the largest residential recycling scheme of its kind in the world. Most homes here have a drinking water supply and a separate recycled supply in purple pipes, used for toilets, garden watering and car washing.
- Tell your plumber before any bathroom, laundry or garden work. Mixing the two supplies is a health risk.
- Purple-marked outdoor taps are recycled water and are not for drinking.
- Landscaping, paths and new slabs must avoid damaging purple mains and meters. Lodge a Before You Dig Australia enquiry before any excavation.
Because the recycled supply is part of the house plumbing, any new laundry, outdoor shower or rainwater tank connection should be planned with a licensed plumber who knows the scheme.
Townhouses, small yards and heritage next door
About a quarter of Rouse Hill homes were apartments at the 2021 Census, and about one in five were townhouses or semis. Many sit in strata or community title schemes around the Rouse Hill Town Centre, which opened in 2007. In these schemes, external changes such as pergolas, awnings, fences and paint colours usually need scheme approval first.
Houses on the newer estates have small backyards, so outdoor jobs dominate: pergola builders, deck builders, fence installation and concrete driveways and paths.
Rouse Hill House and Farm, built by Richard Rouse between 1813 and 1818, is on the State Heritage Register. Properties near a heritage item can face extra controls on the look of new work. The ground is reactive Cumberland Plain clay, so ask about drainage and footing design for any new structure.

Common questions
Which council approves building work in Rouse Hill?
It depends on your address, because Rouse Hill is split between The Hills Shire Council and Blacktown City Council. Your rates notice or a Section 10.7 certificate will confirm it. Many small jobs follow statewide exempt and complying development rules, but flood mapping, tree rules and development controls differ between the two councils.
Can I put a pergola on my Rouse Hill townhouse?
Probably, but you'll usually need approval from your strata or community association first, as most schemes control changes to the outside of homes. Then check whether the pergola is exempt under NSW rules or needs a complying development certificate. Get the scheme's design rules in writing and give them to the trades quoting.
Is recycled water safe for my garden and toilet in Rouse Hill?
Yes, that's what it's for. Sydney Water treats it for toilet flushing, garden watering and car washing, but it is not for drinking, cooking or bathing. The main risk is a plumbing cross-connection. Use a licensed plumber for any change to your water pipes, and tell them the house is on the recycled supply.
