Quick answer

A bathroom renovation inside an existing house in the Shire is internal work and usually doesn't need approval from Sutherland Shire Council. Apartments are different: under NSW strata law a bathroom renovation is a major renovation that needs a special resolution of the owners corporation.

How do Shire homes shape a bathroom renovation?

Much of the Shire was built out after the Second World War. Sutherland, Jannali, Gymea, Kirrawee, Engadine and Loftus have many 1950s to 70s fibro and brick homes with one small bathroom and a separate toilet. Menai, Illawong and Bangor came later, mostly from the 1980s, with brick project homes whose ensuites and shower bases are now failing.

Cronulla, Caringbah and Miranda mix 1960s and 70s walk-up units with newer apartment buildings near the stations and the beach. Water-view homes in Burraneer, Yowie Bay, Gymea Bay, Oyster Bay and Como often sit on steep sandstone, with bathrooms on several levels.

Who approves bathroom work in the Shire?

Sutherland Shire Council covers the whole region, from Kurnell and Cronulla to Engadine, Menai and Bundeena. For a house, a bathroom renovation inside the existing walls doesn't need a development application. Plumbing, waterproofing and electrical work must still be done by licensed trades.

Approval matters when the bathroom is part of an extension or a new level. The Shire borders the Royal and Heathcote national parks and the Georges and Woronora river bushland, so many lots in suburbs such as Engadine, Heathcote, Bundeena, Menai and Bonnet Bay are on the bush fire prone land map. Council issues Bushfire Attack Level (BAL) certificates, and if a site rates BAL-40 or BAL-FZ, an addition needs a development application rather than a complying development certificate.

In an apartment, the owners corporation must approve the work by special resolution, and most buildings have by-laws on working hours, lift protection and waterproofing certificates.

Bundeena and Maianbar are reached by road through the Royal National Park or by ferry from Cronulla. Not every trade travels there, so mention it in your job description and expect quotes to allow for travel time.

What should a Shire bathroom plan allow for?

  • Salt air. From Cronulla to Kurnell and around the bays, choose marine-grade stainless or quality chrome tapware and fittings, and duct the exhaust fan outside.
  • Asbestos in older fibro homes. Test before demolition. In NSW, more than 10 square metres of bonded asbestos must be removed by a licensed removalist.
  • Sandstone, not clay. Much of the Shire sits on Hawkesbury sandstone, so ground movement is less common than in Western Sydney. On steep sites, the bigger issue is water seeping through rock behind lower-level bathrooms, which needs drainage, not just a new membrane.
  • Upstairs and split-level bathrooms on timber floors need the framing and drainage fall checked before tiling.
  • Stairs and inclinators. On waterfront blocks, materials and rubbish often have to be carried by hand. Mention it so quotes allow for the labour.

What should you tell the crew?

Tell the trades your suburb, whether it's a house or an apartment, roughly when it was built and whether this is your only bathroom. List what stays and what moves, and mention leaks, mould, cracked tiles or suspected asbestos. Note access: steep driveways, long stairs, summer weekend parking near the beach, or the trip to Bundeena. For apartments, say whether you want help with the strata paperwork.

Common questions

Do I need council approval for a bathroom renovation in the Sutherland Shire?

Not for a renovation inside an existing house that leaves the structure and exterior alone. Licensed trades must still do the plumbing, waterproofing and electrical work. If the new bathroom is part of an extension or second storey, it needs a complying development certificate or a development application, and bushfire mapping can decide which. Sutherland Shire Council's planning team can confirm.

Can I renovate my Cronulla unit bathroom without strata approval?

No. Under NSW strata law, a bathroom renovation is a major renovation, so the owners corporation must approve it by special resolution at a general meeting. Expect to provide a scope, the trades' licence and insurance details and a waterproofing plan. Ask your strata manager for the building's renovation by-law early, because the meeting often takes longer to arrange than the work.

Does bushfire-prone land affect a bathroom renovation?

Not if the work stays inside the existing house. Bushfire rules apply to new building work on bush fire prone land, such as an extension, new windows or a new external wall. If your bathroom is part of an addition in Engadine, Heathcote, Menai or Bundeena, get the BAL assessed early, because it affects glazing, materials and the approval pathway.

Why do lower-level bathrooms on Shire waterfront blocks get damp?

Water moves through sandstone and soil on sloping sites, and a lower-level bathroom built against the hillside can sit right in its path. A new membrane alone won't stop water coming from outside. Ask the trades to check the drainage behind retaining walls and the outside of the room before they quote the bathroom itself.
