Bathroom renovations in Baulkham Hills

Baulkham Hills is one of the older parts of the Hills District, with homes built from the 1960s onwards on streets that fall away towards Bidjigal Reserve. That means original bathrooms, timber floors and split-level houses are common. Here is how that shapes a bathroom renovation and how to brief the trades.

Quick answer

A bathroom renovation inside an existing Baulkham Hills house usually doesn't need approval from The Hills Shire Council, provided the structure and exterior don't change. Adding a bathroom to create a separate self-contained flat is different, because a secondary dwelling needs its own approval.

How do Baulkham Hills homes shape a bathroom renovation?

Farms and orchards in Baulkham Hills were subdivided for housing mainly from the 1960s. Many homes from that era are brick or brick veneer on a timber floor, with one modest bathroom, a separate toilet and a bath under the window. On the sloping streets, split-level and two-level homes are common, with a bathroom on a half level or a second bathroom downstairs next to a rumpus room. Later two-storey homes from the 1980s and 90s fill the gaps.

A timber floor changes the job. A plumber can often reroute drains from underneath, which makes a new layout easier than on a slab. But old bathrooms on timber floors also hide rot, borer or termite damage and joists that were never sized for a heavy tiled floor.

Which council and approvals apply?

Most of Baulkham Hills is under The Hills Shire Council, which had its offices here when it was still called Baulkham Hills Shire. A small section south of the Windsor Road and M2 intersection is under the City of Parramatta. In 2018, northern parts of the old suburb became Norwest and Bella Vista, so check the suburb on your rates notice.

For a bathroom renovation inside the house, no development application is needed if the structure and exterior stay the same. Plumbing, waterproofing and electrical work must be done by licensed trades. Lots backing onto Bidjigal Reserve may be on the bush fire prone land map, which matters if the bathroom is part of an addition with new walls or windows.

Adding a bathroom and kitchenette to a downstairs rumpus? A bathroom on its own is internal work, but creating a separate self-contained flat is a secondary dwelling, which needs a complying development certificate or a development application first.

What should a Baulkham Hills bathroom plan allow for?

  • Original pipes. Homes from the 1960s and 70s often still have galvanised or old copper pipework. Replacing it back to the main during the renovation saves problems later.
  • Subfloor ventilation. Damp, poorly vented subfloors under timber-floored bathrooms rot joists. Ask the trades to look underneath before quoting.
  • Downstairs bathrooms. If a new bathroom sits lower than the sewer connection, it may need a pump-out system, so have a plumber check levels first.
  • Asbestos. Homes built or renovated before about 1990 can have asbestos cement sheeting in bathroom walls or eaves. Test before demolition.
  • Steep driveways and stairs. On sloping blocks, tiles, vanities and rubbish may need to be carried down by hand. Say so up front.

What should you tell the crew?

Say roughly when the house was built, whether the bathroom is on a timber floor or a slab, and which level it's on. List what stays and what moves, and mention soft floors, leaks, mould or cracked tiles. If there's a granny flat, or you want a downstairs bathroom near a rumpus room, say so, because it affects drainage and approvals.

We don't publish suburb prices, because the scope matters more than the postcode. Common questions

Is Baulkham Hills in The Hills Shire?

Mostly. The Hills Shire Council covers nearly all of Baulkham Hills, and the shire was called Baulkham Hills Shire until 2008. A small section south of the Windsor Road and M2 intersection is under the City of Parramatta. Northern parts of the old suburb were renamed Norwest and Bella Vista in 2018, so your rates notice is the best check.

Is a timber floor better or worse for a bathroom renovation?

Both. On a timber floor, a plumber can often move drains from underneath, which makes a new layout easier than cutting a slab. But the floor has to be stiff enough for tiles, and older joists under bathrooms are often damaged by years of leaks. Ask the trades to check the subfloor and include any repairs in the quote.

Can I add a bathroom downstairs in my split-level home?

Often, yes. The key question is whether waste can drain by gravity to the sewer. If the new bathroom sits below the sewer connection, a pump-out system may be needed, which adds cost and upkeep. A plumber can check levels before you commit. If you want the downstairs area to work as a separate flat, that needs approval as a secondary dwelling.

Do I need council approval for a bathroom renovation in Baulkham Hills?

Not for a renovation inside an existing house that keeps the structure and exterior the same. Plumbing, waterproofing and electrical work must be done by licensed trades. If the bathroom is part of an extension, a new storey or a granny flat, that work needs a complying development certificate or a development application. The Hills Shire Council can confirm.
