Is my Coogee property flood-affected?
Possibly, if you're in the low-lying streets that drain to the beach. Randwick City Council has prepared a flood study and a floodplain risk management study and plan for the Coogee Bay catchment, which drains the valley behind the beach down to the bay. In heavy storms, overland flow can run down the valley's streets towards the low ground near the beach.
If your block is mapped, council may set floor levels for new rooms and garages, and ask how a design lets water pass. Your Section 10.7 certificate will say whether flood controls apply. Ground-floor units and basement garages are the most exposed. Tell trades if water has ever pooled in your garage, lobby or courtyard.
Sea-facing balconies and apartments
Coogee is one of the most densely populated parts of Australia, and most homes are units. Sea-facing balconies take the full force of salt spray and southerly storms.
- Balcony membranes fail with age, and leaks often show up in the unit below. Our leaking shower guide explains how to trace water.
- Old balustrades may not meet today's height and gap rules, so replacing them is a design job as well as a building job.
- Aluminium windows and doors need finishes and seals suited to coastal exposure.
- Rusting balcony steel and cracked slab edges can be signs of concrete cancer that needs proper repair.
Balcony slabs, membranes and balustrades are often common property, so the owners corporation usually approves and pays. Check your strata plan and by-laws before you book trades.
Houses on the hills
Away from the beach, Coogee's houses sit on sloping, often rocky blocks. The Dudley Street and Edgecumbe Estate conservation areas protect groups of older homes, so changes visible from the street need approval there. Elsewhere, owners chasing ocean views often ask about decks, retaining walls and upper-level additions. Coogee's cliffs and headlands are sandstone, so digging on the hill streets is slow, and stormwater from steep blocks needs a clear path to the street rather than into the neighbour's yard.
A deck that is high off the ground or close to a boundary usually needs approval, and conservation areas can rule out the exempt pathway. Read our guide to deck approvals in NSW first. See the Eastern Suburbs hub for nearby areas.

Common questions
Who fixes a leaking balcony in my Coogee unit?
Usually the owners corporation, if the leak comes from the waterproofing membrane, slab or other common property. Tiles and fixtures may belong to you, depending on your strata plan and by-laws. Start with a leak investigation, report it to your strata manager in writing, and keep photos of any damage below.
Is my Coogee property in a heritage conservation area?
Check Randwick City Council's heritage maps. In Coogee, the Dudley Street and Edgecumbe Estate conservation areas cover groups of older homes, and several coastal sites are heritage items. If you're in a conservation area, changes visible from the street, including fences, windows and additions, usually need a development application.
Can I build a deck to get ocean views in Coogee?
Often, but approval is likely. Decks more than a metre off the ground, near a boundary or in a conservation area usually fall outside exempt development. A steep site also needs an engineer's footing design. Confirm the approval pathway first, then ask deck builders to quote on the same plans.
