Retaining wall construction in Sydney: where to start

Retaining wall construction in Sydney is common on sloping blocks, where walls hold back soil to create level lawns, driveways and paths. A wall has to handle the weight of the soil and water behind it, so drainage and footings matter as much as the blocks or sleepers you see. Taller walls, and walls near boundaries or buildings, usually need engineering and approval.

Wall height and visible length are only part of the brief. Site levels, loads, soil, nearby structures and drainage can determine the design and approval needs.

What’s usually included

Every property is different, but a good quote for retaining wall construction should spell out items like these.

  • Site levels and boundary information
  • Engineering and approval responsibilities
  • Footing and wall material specification
  • Drainage behind and around the wall
  • Access, excavation and disposal

How much does it cost?

Excavation, soil removal, restricted access, drainage and engineering can affect cost as much as the wall material. Confirm each component in the written quote.

How long it takes: A small garden wall may take a few days, while taller engineered walls take longer and need design and approval first.

Licences, insurance and approvals

In NSW, building a retaining wall worth more than $5,000 (incl. GST) usually needs a contractor licence, for example in structural landscaping or general building. Many walls need a DA or complying development certificate unless they meet every exempt development standard.

Every member of our crew has their NSW licence verified and insurance sighted before joining, and agrees to quote in writing with their licence number shown. Before you sign, confirm the licence number on the quote using the NSW Government licence check, and make sure residential work over $5,000 (including GST) has a written contract.

Retaining wall construction: common questions

Can I copy my neighbour’s wall design?

A nearby wall does not establish suitability for your site. Loads, soil, drainage and boundary conditions may differ.

Do I need approval to build a retaining wall?

It depends on the wall. Only some low walls can be exempt development, and only if they meet every state standard. For example, the wall must be at least 2 metres from any other retaining wall on the site and must not redirect water onto neighbours. Taller walls usually need engineering and a CDC or DA.

What is the best material for a retaining wall?

Treated pine sleepers are usually the cheapest but don't last as long. Concrete sleepers with steel posts are popular for a long-lasting, low-maintenance wall. Concrete blocks suit taller engineered walls, and sandstone suits many Sydney gardens. Choose the material that suits the height, load and look you need.

Why do retaining walls fail?

Most failures come from water building up behind the wall. Without drainage gravel, an agricultural pipe and weep holes, wet soil pushes harder than the wall was built to handle. Shallow footings, rotting timber and extra loads nearby, such as parked cars, sheds or pools, are other common causes.

Who pays for a retaining wall on a boundary?

It often depends on who changed the ground levels and why. NSW dividing fence rules don't simply split the cost of a retaining wall, so neighbours often need to reach an agreement or get legal advice. Legal Aid NSW and LawAccess NSW provide free general information on boundary and retaining wall issues.
