Most laundry renovations inside an existing Western Sydney house don't need council approval, whether you're under the City of Parramatta, Cumberland or Blacktown. The main local checks are asbestos in older fibro laundries, flood levels for garage laundries near creeks, and owners corporation approval in apartments.
Where is the laundry in a Western Sydney home?
In the post-war cottages of Merrylands, Guildford, Granville, Seven Hills and Toongabbie, the laundry was often an afterthought: an enclosed back verandah, a lean-to or a separate outside room with concrete tubs. Many owners now want it brought inside or rebuilt as a proper room.
In 1990s to 2010s homes around Blacktown, Glenwood and Stanhope Gardens, the laundry is often in or beside the garage. In the apartment towers of Parramatta, Westmead and Wentworth Point, it's usually a cupboard with a stacked washer and dryer.
| Home type | Where the laundry usually is | Usual scope |
|---|---|---|
| Post-war fibro or brick cottage | Back verandah, lean-to or outside room | Asbestos test, then rebuild or move inside with new tub, waterproofing and power |
| 1960s–80s brick-veneer house | Small room off the kitchen or back door | New cabinetry, benchtop, tiles and storage |
| 1990s–2010s project home | In or beside the garage | A proper laundry room or cabinet wall; check floor levels and drainage |
| Apartment | Cupboard or European laundry | Compact cabinetry, ventless dryer; strata approval for plumbing or waterproofing |

Which council and approvals apply?
The City of Parramatta covers Parramatta, Westmead and Wentworth Point. Cumberland City Council covers Merrylands, Guildford, Granville and Wentworthville, and Blacktown City Council covers Blacktown, Seven Hills and part of Toongabbie. A laundry renovation inside an existing house doesn't need a development application from any of them, provided the structure and exterior don't change.
Moving an outside laundry into the house, enclosing a verandah or building a new laundry room is building work that may need a complying development certificate or development application. Parts of the region near the Parramatta River, Toongabbie Creek, Duck River and Prospect Creek are flood-affected, and garages are often the lowest part of the house.
In apartments, check your by-laws. Replacing cupboards is usually a minor renovation, but anything that touches waterproofing is a major renovation that needs a special resolution of the owners corporation.
Old fibro laundry? Wall sheets in homes built or renovated before about 1990 can contain asbestos. Have it tested before demolition. In NSW, removing more than 10 square metres of bonded asbestos needs a licensed removalist.
What should a Western Sydney laundry plan include?
- Waterproofing to code. The building code requires a laundry floor to be water resistant, with extra protection on the wall behind the tub. A floor waste is a good idea where the drainage allows.
- Keep the tub near the drain. On a slab, moving the tub or washing machine means cutting concrete for new drainage. Small moves are cheaper than big ones.
- Flood-smart garage laundries. If your garage has flooded before, raise the machines on a plinth and use water-tolerant cabinetry.
- Ventless dryers. In apartments without an external vent, a heat pump or condenser dryer avoids moisture and lint in the cupboard.
- Burst-proof hoses and a tap you can reach quickly limit damage if a hose fails.
What should you tell the crew?
Say whether you have a house or apartment, roughly when it was built, and where the laundry is now. Mention fibro walls, damp, cracked tiles or past flooding. Say if you want to move the laundry inside or into a cupboard, because that changes plumbing and approvals. For apartments, note the strata manager and building rules.

Common questions
Do I need approval to move my laundry inside?
Moving a laundry into an existing room is usually internal work, but it involves licensed plumbing and electrical work and new waterproofing. Enclosing a verandah, building a new room or changing the outside of the house is building work that may need a complying development certificate or development application. Check with the City of Parramatta, Cumberland or Blacktown council, depending on where you live.
Could my old outdoor laundry contain asbestos?
Yes, if the house was built or renovated before about 1990. Fibro wall sheets, eaves and old laundry linings often contained asbestos, and you can't tell by looking. Have a sample tested before anyone demolishes. If it's present, more than 10 square metres of bonded asbestos must be removed by a licensed removalist in NSW, usually quoted separately.
Can I put my laundry in the garage?
Many Western Sydney homes already have one there. A garage laundry needs a drain, water, power and a floor that copes with water. Turning part of the garage into a separate laundry room is usually fine, but converting it into living space needs approval. If your garage is in a flood-affected area, raise the machines and choose water-tolerant materials.
Does a laundry need waterproofing?
Yes. Under the National Construction Code, laundries are wet areas. The floor must be water resistant, and the wall behind the tub needs extra protection. A licensed trade should do the waterproofing and give you a certificate. In apartments, waterproofing work needs owners corporation approval by special resolution, so plan the strata process early.
