Georges River or Bayside: check first
Like Sans Souci, Kogarah is split between Georges River Council and Bayside Council. Both follow the same NSW planning rules, but local controls, heritage maps and DA processes differ, and a designer who assumes the wrong council can lose weeks.
Kogarah takes its name from Kogarah Bay on the northern shore of the Georges River. Kogarah Bay and Beverley Park later became separate suburbs, one reason older documents can show different boundaries.
- Your rates notice or a Section 10.7 planning certificate shows which council you are in and lists heritage and flood controls.
- In units, the owners corporation must approve most bathroom and kitchen work before it starts, whichever council you are in.
- If your house is a heritage item or in a conservation area, street-facing changes usually need a development application.
Overland flow on Kogarah's slopes
Much of Kogarah falls away toward Kogarah Bay and Carss Park. In heavy storms, water that the drains can't hold runs overland through streets and backyards. Georges River Council endorsed the Blakehurst and Kogarah Bay Wards Overland Flow Flood Study in April 2026, which maps flow paths across Kogarah and nearby suburbs.
- If your lot is on a flow path, expect flood-related conditions for extensions, granny flats, solid fences and driveways.
- Ask trades how they will handle stormwater and site drainage, especially for concrete driveways and paved yards.
- Older stormwater pipes and absorption pits on many lots don't meet current standards, so new hard surfaces may need upgraded drainage or a connection to the street kerb.
Older houses, units and hospital-area access
Federation and interwar brick homes in Kogarah often still have original terracotta roofs and timber floors, while 1960s and 70s walk-ups near the station can have original bathrooms that leak into the unit below. Roof restoration and bathroom waterproofing are common requests.
- Paint in homes built before 1970 may contain lead, so sanding and stripping need dust controls.
- Streets around St George Hospital and the station often have time-limited parking, so trade vehicles and skips may need a permit. Ask trades to price this in, along with stair or lift access for unit work.
- Apartment construction continues around the town centre and hospital, so expect cranes, road closures and competition for kerb space on some streets.

How do I know if I'm in Georges River or Bayside Council?
Check your council rates notice or order a Section 10.7 planning certificate, which names the council and lists any heritage, flood or other controls on your land. In Kogarah the boundary runs through the suburb, so neighbours a few streets apart can deal with different councils. Tell the trades which council you are in when you describe the job.
Who fixes a leaking shower in a Kogarah unit?
Start with a leak investigation by a plumber or waterproofer, because the water may come from the shower base, a pipe or a failed membrane. A leak from inside your lot is usually your cost, but common-property pipes and slabs can be the owners corporation's. Tell your strata manager early, and see our leaking shower repair guide.
Can I renovate a Federation house in Kogarah without a DA?
Internal work that keeps the structure, such as a new kitchen or bathroom, usually doesn't need a DA, though licensed trades must do the plumbing and electrical work. Changes to the street front, roof form or original fabric may need one, especially if the house is a heritage item or in a conservation area. Check your council's heritage map first.
