Flooding in the Spring Street Drain and Muddy Creek catchments
Much of Rockdale drains east toward Botany Bay through the Spring Street Drain and Muddy Creek. The upper reaches of the Spring Street Drain catchment, about 3.5 square kilometres, lie in Rockdale and Bexley and are mainly residential. Bayside Council published a review of the catchment flood study in 2022.
The flood study names the bridge crossings at the Princes Highway, Bay Street and Bestic Street as points that affect how Muddy Creek floods.
- Lower streets can be affected in heavy rain, so check your Section 10.7 certificate before an extension, granny flat or new fence.
- Flood controls can require raised floor levels and open-style fencing.
- For damp subfloors in older homes, see rising damp assessment and the rising damp guide.
Heritage in Rockdale
Rockdale has State Heritage Register items, including the railway station and Lydham Hall, and its Art Deco town hall dates from 1940. When Bayside Council added new heritage conservation areas in June 2024, they were in Banksia, Bardwell Valley, Brighton-Le-Sands and Bexley, not Rockdale.
- That means a typical Rockdale house is unlikely to be in a conservation area, but check the heritage map in case your property is a listed item or next to one.
- Work on a listed item usually needs consent, though some minor maintenance can be exempt.
- Interwar homes here often have original terracotta roofs and brick fences. Ask for a roof repairs inspection before choosing a full restoration.
Highway access, units and everyday jobs
The Princes Highway is Rockdale's main road and is busy most of the day, with stopping restrictions on parts of it. If your home or unit block fronts the highway or a side street near the station, ask trades to plan deliveries and skip bins around that; a council permit may be needed to put a skip on the road.
Common jobs include bathroom renovations in older walk-up units, roof restoration on interwar tiled roofs and fence installation. In units, get strata approval first.
- Walk-ups from the 1960s and 70s often share old plumbing risers, so a bathroom job can uncover common-property pipes. Agree with the strata manager who pays before work starts.

Is Rockdale in a heritage conservation area?
Generally no. Bayside Council's conservation areas, including those added in June 2024, are in Banksia, Bardwell Valley, Brighton-Le-Sands, Bexley, Botany and Daceyville. Rockdale does have individual heritage items, including the railway station and Lydham Hall. Check the Bayside LEP heritage map or your planning certificate to confirm the status of your property.
Is my Rockdale home flood-affected?
It depends on the street. Parts of Rockdale sit in the Spring Street Drain and Muddy Creek catchments, which drain to Botany Bay and have been mapped by Bayside Council. Low-lying lots can be flood control lots, which affects floor levels and fencing for new work. Your Section 10.7 planning certificate will say whether controls apply.
Which council approves work in Rockdale?
Bayside Council, formed in 2016 when the former Rockdale and Botany Bay councils merged. Some older documents still refer to Rockdale City Council or its planning rules, which have been replaced by the Bayside Local Environmental Plan 2021. Make sure your designer and builder are working from the current controls before plans are drawn.
