Epping changed councils in 2016

Before May 2016, Epping was split between Hornsby Shire, the City of Ryde and the City of Parramatta. Today the whole suburb is in the City of Parramatta, and the Parramatta LEP 2023 sets its zoning. North Epping is a separate suburb that stays with Hornsby Shire.

Older approvals and certificates for Epping homes may carry the Hornsby or Ryde name. If you are chasing past building approvals for a renovation or sale, ask the City of Parramatta where those records are now held.

The change also matters for current work. Development controls, tree rules and the heritage DCP now come from Parramatta, even for streets that used to follow Hornsby's or Ryde's rules. If an old plan or a builder's advice is based on the former council's controls, check it again against the Parramatta LEP 2023 before you rely on it.

Heritage conservation areas and leafy streets

Parramatta LEP 2023 includes the East Epping conservation area, which takes in Essex Street, plus the Boronia Avenue and Wyralla Avenue conservation areas. These streets have Federation and interwar homes, mature gardens and a deep tree canopy. Inside them, changes to street-facing walls, roofs, windows, fences and carports usually need a DA, sometimes with a heritage impact statement. Internal kitchens and bathrooms usually don't.

Big trees bring their own rules and jobs. Many trees on private land are protected, so check before pruning or removing one, and trees near a planned extension affect footing design. Leaf litter in gutters and valleys is constant. Streets near bushland along creek corridors such as Terrys Creek may be mapped bushfire-prone, so check before planning decks or additions.

Apartments around the station

Epping's town centre was rezoned in 2014 for buildings of about 8 to 22 storeys. Apartments went from about a third of dwellings in 2016 to nearly half in 2021. Many of the older blocks are now ready for new bathrooms, kitchens and floors. In strata, start with the by-laws and the building manager.

Construction around the town centre also affects houses nearby. Big projects bring cranes, road closures and trucks, and neighbours may be asked to allow dilapidation surveys. If you plan your own work close to a large site, ask trades about access, parking and timing before you book.

Common requests include bathroom renovations, kitchen renovations, timber floor installation, custom joinery for built-ins, and roof restoration and gutter replacement on older houses.

Common questions

Which council covers Epping now?

The City of Parramatta covers all of Epping since the council boundary changes of May 2016. North Epping, a separate suburb, is in Hornsby Shire. Older approvals for Epping homes may have been issued by Hornsby or Ryde, which matters when you're tracking down past building certificates for a renovation or sale.

Can I renovate the front of my house in the East Epping conservation area?

You can, but expect to need City of Parramatta approval for anything visible from the street, such as windows, roofing, verandahs, fences or a carport. Part 7 of council's DCP 2023 sets the heritage design rules. Internal work usually doesn't need a DA. A builder used to conservation areas can help shape a design council will support.

Do I need permission to remove a tree in Epping?

Often. The City of Parramatta protects many trees on private land, and conservation areas add extra controls. Removing or heavily pruning a protected tree without approval can lead to fines. Check council's tree rules for your address before a builder or landscaper starts, especially if the tree is close to a planned extension.
